As in, vBulletin itself? Nah, it's one that you have to pay for. If you're looking for a free forum that is still really good, try phpBB.

The site through which my guilds forums are hosted (http://www.forumer.com) uses phpBB as the forum creation tool. It's free, and pretty simple to learn/manipulate.

Still, phpBB is a fine, free alternative.

VBulletin and PHPBB are extremely similar, except vbulletin has a few advantages that phpbb doesnt, but the downside is the price you have to pay...nobody likes paying for stuff

Having used both...I dunno which I like better.
PHPBB is remarkably easier to skin I found, yet it lacks some of the cool features that VBulletin has, such as the calendar for instance. BUT you can modify the forums code to incorporate such things (www.phpbbhacks.com has some wicked mods for the PHPBB Forum)
VBulletin I loathe to try and skin, dunno why, it just really irks the hell out of me, my results never come out as good as I would like them too. And the price! Dear lord the price. It's only saving grace is its overall power once you finally understand all the features and how to use them properly.
I'd say go with PHPBB if you're a first timer, the help forums on both www.phpbb.com and www.phpbbhacks.com are immensely helpful and can usually give you answers to almost any problem you'd have.
